Sir,

With reference to your letter No. 53846/38 dated

29th December, 1938, I am commanded by the Air Council to state,

for the information of Mr. Secretary MacDonald, that they are

in general agreement with the terms of the proposed draft

dispatch to be addressed to the Governor of Hong Kong regarding

the proposals for the establishment of aircraft factories in the

Colony.

2. The Council feel that, in addition, it would be

advantageous to re-emphasize to the Governor the desirability

of establishing an aircraft factory in Burma, and they would

suggest, should Mr. MacDonald feel disposed to agree, that the

following sentence be added to the end of paragraph 3 of the

draft dispatch :-

"For your own information it is re-emphasized

that the establishment of factories in Burma would be
